Charitable Gaming Newsletter – March 2020

Hello from the Charitable Gaming Group!

The purpose of this newsletter is to provide permit and license holders the resources they need to manage their gaming account. As you know, all activity related to your gaming permit or license is conducted through your Revenue Online account.

PERMIT NUMBER REQUIRED WHEN ADVERTISING AN EVENT

As the number of daylight hours increases, so do the number of summer gaming activities. Promoting a gaming activity is a great way to get your message out. If you plan to advertise a fish derby, a classic, or a raffle on TV or the radio, remember to display or announce your permit number. The same goes for any charitable gaming activity advertised on the internet or in flyers, etc.

WHAT YOU SHOULD KNOW ABOUT VENDORS

A vendor is a bar or liquor store that sells pull-tabs to the public on behalf of an organization that holds a permit.

In order to contract with a vendor, a vendor must complete a Pull-Tab Vendor Registration form which requires the Alcoholic Beverage Control (ABC) board license number and the vendor’s signature. Next, the permittee will register the vendor through their Revenue Online account to obtain a permit. Both the form and a video titled ‘How to Register a Vendor,’ are available at our website.

The permittee will deliver the permit to the vendor who must clearly display the permit and house rules, and have a current copy of the charitable gaming statute and regulation on the premises.

Only the members-in-charge may deliver a pull-tab series (game) to the vendor. At the time of delivery, the member-in-charge should receive a check from the vendor in an amount of at least 70 percent of the ideal net of the game. If the vendor does not provide payment, do not give the vendor the game, and contact the Division immediately. The date the game is delivered to the vendor is considered both the date opened and the date closed for reporting purposes on Schedule D.

The vendor will sell the pull-tabs from a container designed for retail sales. Permittees are prohibited from gifting containers to a vendor, and vendors are prohibited from accepting the containers. If your vendor requests you incur this expense, contact the Division immediately. Vendors are also prohibited from purchasing, renting, or otherwise receiving a pull-tab point-of-sale system, or a pull-tab dispensing device from a permittee. Applicable statutes and regulations on this topic include 05.15,188, 15 AAC 160.340-360, 15 AAC 160.904, and 15 AAC 160.995(38).
